An inter-collegiate youth festival is a university-run arts competition in which affiliated colleges and institutes send their students to compete across music, dance, literature, theatre and fine art. Music runs from Indian classical vocal and the two classical instrumental solos (percussion and non-percussion are separate events) through Natyasangeet, Indian light vocal, Qawwali and Folk Orchestra to Western vocal, Western instrumental and Western group song. Dance has one classical and one folk item. The spoken events – Elocution, Debate, Story Telling, Story Writing, Mono Acting, One Act Play and Skit – each come as a pair, a Marathi version and an any-other-language version, so a college can enter the same kind of event in the language its students work in. Two events are unusual. Short Film Making allows one entry per institution of up to five minutes including credits, and the source rules documentaries out. Jackpot is a personality contest: each institution sends a male and a female co-ordinator, who are scored across ten components of up to 10 marks each, from a personality round and a cultural performance to endurance, general knowledge, oratory and leadership. Twenty-six of the 41 events are individual entries and fifteen are team entries; every event is open to both genders and is marked out of 100.

There is a single group, Students, set to a 17 to 25 range. The published eligibility is bona fide full-time enrolment with an upper age limit counted from a fixed date, so the range is a working band, not a statement of the exact rule. Time limits come from the source for each event, from five minutes for Elocution, Debate, Mime and Mimicry up to 30 minutes for a One Act Play.
