Talent Test · Youth Organization
A 2024 council talent quest for registered scouts in Bohol, Philippines: Balak, drawing, vocal solo, declamation, on-the-spot painting, vocal duet, poster making, oration, speech choir, mural painting and Balitaw across KID, KAB, Boy, Senior and Rover levels, with the printed 100-mark criteria for every contest.
A ready-made talent quest for registered scouts: five levels from KID to Rovers and Roverettes, fifteen contests across Visayan verse, singing, speech, drawing, painting, poster and mural work, with printed 100-mark criteria for every contest.
This template sets up a council-level talent quest for registered scouts, built from the 2024 rules and a council memorandum that amended them. Entrants must be currently registered members, with parental or guardian consent and adult supervision, and the quest is run by scout level rather than by school class. The five levels, youngest first, are KID, KAB, Boy, Senior and Rovers and Roverettes. The printed rules give no ages, so the template carries placeholder bands of 6-8, 9-11, 12-14, 15-17 and 18-25 only to place the levels in order; a coordinator must replace them with the real bands before registration opens.
Each level has its own short programme, and the printed list has fifteen contests (the numbering skips from 4 to 6, so there is no item 5). KID scouts enter Balak, a Visayan verse class, Drawing and Vocal Solo. KAB scouts enter Declamation in English, On-the-Spot Drawing and Vocal Solo. Boy scouts enter Vocal Solo, On-the-Spot Painting and Balak. Senior scouts enter Poster Making and Oration in English, and a Vocal Duet for one male and one female singer, which the template runs as its own team group so every group has a real participant type. The oldest level is team-only: a Speech Choir of at least ten members, a four-person Mural Painting team and a Balitaw performed by one Rover and one Roverette.
Every contest has printed judging marks and every set totals 100. Vocal Solo is Tonal quality 30, Interpretation 30, Musicality 30 and Choice of piece 10. The three drawing and painting contests share Visual Impact 40, Color Harmony 25 and Workmanship 35. Declamation and Oration are each Delivery 30, Content 30, Stage presence 30 and Overall impact 10. The Vocal Duet is Voice 60, Stage presence 20 and Harmony 20, Poster Making is Message 40, Artistic presentation 30 and Originality 30, and the Mural is Originality and overall impact 40, Creativity and presentation 30 and Relevance 30. These ship as the template’s criteria, one set per contest and level.
Time limits follow the memorandum: two hours for the drawing, painting and poster contests, three hours for the mural, three minutes for Declamation, five minutes for Oration, the Vocal Duet, the Boy Balak and Balitaw, and seven minutes for the Speech Choir. The KID Balak has a one-minute minimum and no maximum, and Vocal Solo has no limit set. The platform has no field for the uniform rule (a neckerchief is the minimum), parental consent, the Balitaw bonus points for an original composition, the per-minute time deduction for Balitaw, the ten-member minimum for the Speech Choir or the mural’s required theme, so those stay registration rules. The rules print no placing ranks, grades or prizes. Rules change between editions, so check the current rules before reusing items or timings.
Where this event comes from
Built from the 2024 council talent quest rules of a scouting council in the Philippines, read together with the council memorandum that amended them. The source is an image-only document, so it was read from rendered pages, including handwritten amendments.
Where this event is run
A level-based talent quest for registered scouts is the format scouting councils in the Philippines use to pick performers and artists for area and regional rounds, with each council setting its own contests and languages from year to year. This template follows one council’s 2024 programme and suits any scouting council, youth organisation or school group that wants a mixed arts-and-speech programme with Visayan, Filipino and English entries, five levels, a duet and two team contests handled in one structure.

Key facts
- Five scout levels – KID, KAB, Boy, Senior and Rovers and Roverettes – plus a separate Senior Scouts Duet team group; the rules print no ages, so the age bands are placeholders
- Twelve distinct contests across fifteen level entries: Balak, Drawing, Vocal Solo, Declamation, On-the-Spot Drawing, On-the-Spot Painting, Vocal Duet, Poster Making, Oration, Speech Choir, Mural Painting and Balitaw
- The oldest level is team-only: Speech Choir (at least ten members, 5 to 7 minutes), Mural Painting (team of four, 4 ft x 8 ft panel, 3 hours) and Balitaw (a Rover and a Roverette, 3 to 5 minutes)
- Printed 100-mark criteria for every contest; the three drawing and painting contests share one set and Declamation and Oration share another
- Languages: Declamation and Oration in English; Balak and Balitaw in Visayan; Vocal Solo may be Cebuano, Filipino or English, set as Any/NA because the platform has no Cebuano entry
- The vocal duet and Balitaw may use a minus-one track or a registered scout or scouter as instrumentalist; no placing ranks, grades or prizes are printed, and entry fees are left at zero
